Buying Property in Albania for Dutch Citizens: A 2026 Guide
Dutch investors are turning to Albania for yields impossible to reach in the Netherlands. How Box 3, the NL–AL treaty and Albanian rental tax interact — and what to prepare before you fly.
The Netherlands and Albania signed a double taxation treaty in 2004 that fully protects Dutch investors buying real estate on the Albanian coast. Combined with Albania's flat 15% tax regime, this makes the country one of the most tax-efficient EU-adjacent property markets.
1. Legal access
Dutch citizens buy on equal terms with Albanians. No visa or residence permit is required for the transaction. Agricultural land is the only restricted category and is bought via an Albanian SHPK.
2. Documents from the Netherlands
Valid paspoort, a recent uittreksel BRP (proof of address), and — for corporate buyers — a KvK-uittreksel with apostille. Sworn translation into Albanian is arranged in Tirana.
3. Dutch tax treatment: Box 3
Foreign real estate held privately falls in Box 3 of the Dutch income tax. Under the NL–AL treaty, the property value is included in Box 3 but the Netherlands grants an aftrek ter voorkoming van dubbele belasting — in practice the Dutch tax on the property itself is neutralised. Report the WOZ-equivalent (fair market value on 1 January) each year in your aangifte.
4. Albanian tax treatment
Purchase: ~0.5% notary + registration; 3% VAT-equivalent already included in new-build price. Rental income: 15% flat on net income (with a 30% standard deduction for short-term rentals). Annual municipal tax: €40–€90 for a typical apartment.
5. Capital gains
15% flat in Albania on the net gain. No holding period. Under the treaty, gains on Albanian real estate are taxed exclusively in Albania and exempted in the Netherlands.
6. Practical Dutch-specific tips
Open an Albanian bank account before you sign — Dutch SEPA transfers to Albania can be delayed by AML checks. Ask your notary for the fatura tatimore (tax invoice) for every payment; this is required to prove your cost basis at resale. If you plan to rent short-term, register on e-Albania as a rental operator — it is a one-page online form.
7. Structuring the purchase
For a single holiday home + occasional rental, private ownership is optimal. For 2+ units or a serious rental business, an Albanian SHPK is more efficient — corporate profits at 15%, dividend withholding at 8%, credited against Dutch tax if you receive them personally.
8. What to check before you sign
Cadastre extract issued within the last 7 days, legalization certificate for anything built after 1990, no active mortgages or court claims, and (for coastal builds) confirmation that the property sits outside the maritime protection zone. A €400–€700 independent legal review pays for itself many times over.
