How to Buy an Apartment in Albania as a Foreigner
Albania allows foreigners to freely purchase real estate. Learn the step-by-step process, required documents, and key tips for a safe transaction.
Albania is one of the most open real estate markets in Europe for foreign buyers. With very few exceptions (mainly agricultural land), non-residents can purchase apartments, houses, and commercial property on the same terms as Albanian citizens.
1. Choose the right city and area
The most popular markets for foreign buyers are Tirana (capital, year-round demand), Sarandë and Vlorë (coastal short-term rental), and Durrës (port city with growing infrastructure). Prices vary widely: from €900/m² in emerging neighborhoods to €3,000+/m² for new builds with sea views.
2. Prepare your documents
You will need: a valid passport, an Albanian tax identification number (NIPT for companies, personal NIPT for individuals — issued in 1 day), and proof of funds. There is no minimum stay requirement to buy.
3. Verify the property and title
Always order a fresh extract from the Real Estate Cadastre (Hipoteka). Confirm the seller's ownership, that the property has a legalization certificate if it was built after 1990, and that there are no mortgages or pending court cases.
4. Sign the preliminary and final contracts
The preliminary contract (with a 10% deposit) reserves the property. The final purchase deed (kontrata e shitjes) is signed in front of a public notary and immediately registered with the Cadastre.
5. Pay taxes and register
Buyer transfer tax is just 3% for new builds (paid by developer) and 2% capital gains for the seller on resale. Registration with the Cadastre takes 5–15 working days and finalizes your ownership.
Key tips
Always work with a licensed notary and an independent lawyer — not only the seller's agent. Pay through a bank transfer, never cash. Budget an additional 2–3% on top of the price for notary, registration, and legal fees.
