Residence Permit in Albania for EU Citizens: Simplified Rules
EU citizens enjoy significantly simplified procedures for registering in Albania. No complex visa process — just register at the local municipality. Here's how.
Since 2022, Albania has applied a reciprocal rule for citizens of the European Union: you can enter visa-free and stay up to 12 consecutive months per year without any prior permit.
The 1-year rule
Any EU passport holder (plus UK, US, Canada, Switzerland, Norway, Iceland) can enter Albania and remain for up to 365 days without registering. You don't need a visa, sponsor, or proof of funds at the border.
When registration becomes useful
If you plan to stay longer than 12 months, work locally, open bank accounts on resident terms, or import a vehicle tax-free, you should register at the local Migration Office. The process is far simpler than for non-EU nationals.
Required documents (EU simplified)
Valid EU passport or national ID, proof of address in Albania (rental contract or property deed), and a short application form. No criminal record certificate, no income proof, no health insurance requirement for the first application.
Permit duration
First card: 5 years (instead of 1 year for non-EU). Renewal: 10 years. After 5 years of legal residence, EU citizens can apply for permanent residence with full economic rights.
Driving and healthcare
Your EU driving license is valid for 1 year without exchange. Public healthcare access requires registration with the local health insurance fund (ISKSH) — premium starts at ~€7/month.
Why bother registering?
Registration unlocks: long-term rental contracts with utility transfers in your name, Albanian tax residency (15% flat tax), eligibility for permanent residence, and access to e-Albania government services.
